Maj Gen Kulayigye Dismisses Abduction Claims, Says NUP’s Kibalama Is Abroad

The Uganda People’s Defence Forces (UPDF) spokesperson, Maj Gen Felix Kulayigye, has moved to clear the air on the whereabouts of Moses Nkonge Kibalama, the founding leader of the National Unity Platform (NUP).

Speaking on Monday, Kulayigye dismissed public speculation and opposition claims that Kibalama had been abducted by security agencies. He insisted that the state does not engage in abductions but only carries out arrests in line with the law.

“It had become a big topic when people were demanding that we produce Kibalama. I can tell you from a reliable source that Kibalama is out of the country,” Kulayigye told journalists.

Kibalama’s absence from the public eye had triggered debate on social media and within political circles, with some accusing security organs of holding him secretly. His sudden disappearance raised fears among opposition supporters who linked it to a wider pattern of alleged enforced disappearances.

But according to Kulayigye, the claims are false and misleading. He emphasized that Uganda’s security agencies are focused on protecting citizens and maintaining peace, not abducting individuals.

The UPDF spokesperson further urged the public to avoid politicizing security matters, saying that such rumors only fuel unnecessary tension in the country.

Kibalama, who played a key role in handing over the People Power movement’s political vehicle to Robert Kyagulanyi (Bobi Wine), has remained a controversial figure within NUP politics. His recent low profile has only added to speculation about his status and loyalties.

With Kulayigye’s clarification, attention now turns to whether Kibalama himself will make a public appearance or issue a statement to confirm his current situation. Until then, debate around his absence is likely to continue fueling political conversations in the run-up to the 2026 general elections.
