The Uganda Bureau of Statistics (UBOS) is making major moves to improve how it collects, manages, and uses data. In a recent visit to the Hong Kong Census and Statistics Department, the head of UBOS, Dr. Chris Mukiza, encouraged other national statistical offices to embrace Artificial Intelligence (AI). He believes AI can make the whole process faster and more accurate.
Dr. Mukiza highlighted Uganda’s progress in using technology, specifically mentioning the Computer-Assisted Personal Interviewing (CAPI) devices used during the National Population and Housing Census in May 2024. Thanks to this new digital approach, Uganda was able to release the main census report in just six months—a huge improvement from the usual two years it used to take.
The census confirmed that Uganda’s population is now 45.9 million people. This vital data is already being used to guide key national programs like the Fourth National Development Plan (NDP IV) and the Parish Development Model, which aims to help more Ugandans join the formal economy.
The UBOS team, led by Chairman Dr. Albert Byamugisha, learned a lot from their Hong Kong counterparts. They discussed everything from labor statistics and using administrative data to making statistics easier for the public to understand. The Commissioner of Hong Kong’s Census and Statistics Department, Mr. Leo Yu, praised UBOS for its high standards and its willingness to learn.
As a result of the trip, UBOS is now exploring modern data collection methods like telephone and online interviews. The visit also included training on risk management, AI in governance, and sustainability practices. These new skills and ideas will help UBOS deliver timely and accurate data to support Uganda’s growth.
